Williamsport, Pa. — A traffic stop at the beginning of the month led officers to a large quantity of marijuana.

Dylan Michael Fisher, 29, was asked to step out of his grey BMW sedan after being pulled over on Oct. 1 in the 300 block of Hepburn Street, according to a complaint. Investigators said they could smell marijuana and see a capsule with white powder inside the vehicle.

According to police, they could not smell marijuana on Fisher as they spoke outside the car. “The strong odor of raw marijuana was only coming from the interior of the BMW,” Officer Gino Caschera said.

Sergeant Brian McGee was called with his partner K-9 Niko to inspect the vehicle, according to Caschera’s report. McGee told investigators Niko gave a positive alert to the BMW.  

Police applied for a search warrant as the vehicle was towed to the Williamsport Bureau of Police impound, Caschera said. First Assistant District Attorney Martin Wade approved the warrant issued by Judge Christian Frey.

Investigators found 10 vacuum-sealed bags that contained 541 grams of marijuana, homemade THC cookies, used THC vapes, 35 packaged THC vapes, eight containers of THC wax, one with residue, screw top vials with marijuana flakes, screw top vial with an eighth of marijuana, a capsule with white powder, a bubbler, and magnetic storage box.

Fisher is being charged with possession with intent to deliver a controlled substance and use or possession of drug paraphernalia. He is free on $25,000 unsecured bail. A preliminary hearing with Christian Frey is scheduled for the end of the month.
