MONTPELIER — Vermont businesses are calling for a way for compliance agents to sign off on pre-rolls containing cannabis and CBD hemp. 

“A lot of folks in this industry want to be a little creative with products that we put out there,” Dave Silberman, co-owner of FLORA Cannabis in Middlebury, told the Vermont Cannabis Control Board on Aug. 28. “And one thing that I know we’re looking at and other folks are looking at is trying to make pre-rolls with both cannabis and hemp in order to do a higher CBD content.”

A pathway to meet the compliance team’s approval on product registration appears to be missing, Silberman said.

“To me, that seems like something that could maybe use a little bit of higher level thought from the board guidance to the compliance team as to what it is they should be looking for to ensure safety on this stuff,” he said. “It doesn’t seem like a thing that should be prohibited. There should be ways to ensure consumer safety.”

Silberman said people are already buying CBD hemp and combining it with cannabis. 

“We in the market want to provide that on a regulated in a regulated way,” he told the board. “We are looking to you to give us a pathway for doing that in a safe and regulated manner.”

Vermont Hempicurean, Vermont Grow Barn and Vermont Bud Barn owner Scott Sparks in Brattleboro told GreenMountain Cannabis News he thinks the market for CBD hemp/cannabis pre-rolls will be limited. However, he believes there should be a path to produce and sell them. 

Tito Bern, cofounder of Bern Gallery in Burlington, said his group grows hemp with high CBD levels in their indoor grow alongside their cannabis with high THC levels then blends the ground flower into a joint together.

“So it’s not one cultivar that both has high CBD and high THC,” he said. “We’re actually blending the ground product.”

Bern noted the challenge in having to get brand new samples of testing for certificates of analysis as if his group was making an infused product.

“It’s really just a flower pre-roll,” he said.
