When New York legislators passed the bill to create an adult-use cannabis market, a key provision of the law was to incentivize participation by people who qualified as social and economic equity (SEE) applicants, with a goal of half the licenses being issued to individuals in this group. In a report issued on Oct. 1, state cannabis regulators said that goal had been surpassed, with 54.7% of license recipients meeting the SEE qualifications.
