Delaware’s first and so far only Marijuana Commissioner is stepping down.
Robert Coupe led the Office of Marijuana Commissioner in developing the rules and the licensing procedure for Delaware’s legal marijuana industry. The office was created under the Marijuana Control Act of 2023, which will allow adults to recreationally use marijuana.
Coupe’s 40 years in public service also included tenures as Superintendent of State Police, Commissioner of Correction and Secretary of Homeland Security.
According to the state, he is taking a job in the private sector.
The OMC recently oversaw lotteries for licenses for marijuana cultivation, testing and retail. Licenses will continue to be awarded this year.

He has served this state for decades, from his start as a Trooper with the Delaware State Police, where he rose to be Superintendent, to his time as Secretary of the Department of Safety and Homeland Security and Commissioner of the Department of Correction.
