DOUGLAS COUNTY
— At the Tuesday, Oct. 15 Douglas County Board meeting, the commissioners approved putting together a cannabis committee. The committee would be in charge of potentially drafting ordinances in regard to cannabis businesses in the county.

There could be a zoning ordinance and also an ordinance for registration.

Members of the committee, in addition to two commissioners, would include law enforcement officials, the planning commission, county attorney, staff and/or other representatives from the city of Alexandria and staff from Horizon Public Health.

Dave Rush, director of Land and Resource Management, said the committee would sort of be an ad hoc committee that would dissolve after ordinances or regulations were adopted. He said it would not be a permanent committee.

Representatives from the board who were chosen to be part of the cannabis committee will be commissioners Jerry Rapp and Tim Kalina.

Parking limit on Elm Street

The county received a request to make a recommendation to the City of Alexandria to designate four parking spaces on Elm Street as 20 minute parking spaces. The four spots would be near the
Horizon Public Health
entrance and would be used for WIC families so parents would not have to cross a busy road carrying car seats or walk with small children in tow.

The motion was passed and the county will make the recommendation to the city.

Hiring an outside attorney

The commissioners were going to go into closed session regarding Alomere Health, but couldn’t because the county attorney was not present at the meeting. Instead, a motion was made and approved to hire an external attorney for hospital business. No other information was provided.

In other action

The commissioners approved the following other items:

Donation of $1,000 to the Douglas County Sheriff’s Office to be used for the Search and Rescue Dive Team. The donation came from LaGrand Township.A donation of $1,000 for the Veterans Service Office to be used for veterans in need.Final plats of Mill Lake Point East and Mill Lake Point West in Moe Township.Conditional use permit to amend a special use permit allowing an alteration to a previously permitted and installed grading and filling project in Leaf Valley Township. According to information provided by Land and Resource Management, the current pond or basin on the applicant’s property was constructed in 2001 to replace a man made waterway that was locally rumored to have been a constructed “boat channel.” The waterway had functioned to collect water from neighboring properties to the west and a culvert discharging field water from the north. The Special Permit allowed the waterway to be filled and a pond constructed to replace it. After construction, field runoff from the north often overwhelmed the pond and quickly filled it with sediment. In 2019, soil conservation best management practices were implemented in the ag field to the north, significantly reducing the sediment load and regulating the field runoff. With these changes in place, the applicant would like to have the now-treated field runoff by-pass the pond, and re-engineer the pond as a dry-basin storm-water collection and treatment area for runoff generated from the north side of the property.Conditional use permit to allow the operation of a one-chair salon and massage business in LaGrand Township.Conditional use permit to allow a grading and filling project exceeding 50 cubic yards of material for expansion of a commercial resort and beach area in the shore impact zone in LaGrand Township.Appointment of Jason Hoaby as the alternate delegate for the
