LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 18 for an East Palestine woman accused of presenting fraudulent documents to Norfolk Southern for reimbursement related to the February train derailment.

Johnna Cozza, 43, West Martin Street, was charged with theft, a fourth-degree felony. According to the affidavit, Cozza submitted three lease agreements to the Norfolk Southern Family Assistance Center. The lease agreement was between Cozza and a man known to her at a rate of $300 per day for an apartment on Market Street in Lisbon. Cozza presented an agreement dated May 8-12 for a total of $750 she claimed to have paid to the landlord. She later presented an agreement dated May 22-June 5 for $4,200 and an agreement dated June 17-June 23 for $3,000. The affidavit, which alleges that Cozza had been staying off and on at the Lisbon property, also stated that in an April 21 recorded call with the man, who was incarcerated in the Columbiana County Jail from April 17 to May 12. Cozza said she had a “deal” for him and if he gave her rent receipts she would pay him and “bank some of the money.” In a recorded call on May 8, Cozza said she had “finagled” a way to not provide Norfolk Southern with the documents. On July 1, the man reportedly called admitting to signing the first lease agreement but claimed he did not sign the others. Both the man and employees at the family assistance center said Cozza became angry when he would not sign another lease.

A pretrial hearing was for Tiffany Sattler, 32, Commerce Street, Wellsville, charged with abuse of a corpse. Sattler allegedly did not call for help when Zach Lyons overdosed at a party at her residence on March 22, 2021. According to the affidavit, Sattler said she did not call for help because she had a warrant out for her arrest. Lyons was carried and dragged to a van and he was dumped at “the switch,” where Koontz Avenue and state Route 7 meet. When police located Lyons he was blue and rigor mortis had set in.

Jerry Thompson, 38, Youngstown, was bound over to common pleas court, charged with criminal mischief, breaking and entering and drug paraphernalia — all fifth-degree felonies. Thompson allegedly broke into the Spinal Care Chiropractic Center around Nov. 9. According to the affidavit when an employee arrived at work in the morning she heard noises coming from the back of the building. The employee left and called the police. When officers arrived, Thompson fled out the back. He was later tracked to the wooded area behind Walmart using surveillance cameras from other businesses in the area and a K9 unit. A meth pipe was found in the front door for the chiropractic center. DNA was collected.

Anthony Beavers, 50, Altoona, Pa., was bound over to common pleas for third -degree felony compelling prostitution, fourth-degree felony attempted, fifth-degree felony possessing criminal tools and engaging in prostitution. Beavers allegedly answered an ad posted by an undercover agent posing as a 15-year-old girl. Beavers allegedly agreed to exchange $280 for sex and traveled to East Palestine to do so.

Michael Stacy, 35, Maple Avenue, Wellsville, was fined $250 and sentenced to 60 days in jail with credit for 17 served. Stacy punched a man in the face in a parked vehicle in the Calcutta Burger King parking lot on Oct. 30. When the man went into the restaurant to call police, Stacy fled in the victim’s truck. The victim had blood on his face.

A preliminary hearing was set Nov. 21 for Fred Stuble, 29, Chain School Road, East Palestine, charged with third-degree felony strangulation and domestic violence. Stubble allegedly strangled a woman at his resident on Nov. 12. Officers observed red marks on the victim’s neck.

A preliminary hearing was set for Jan. 4 for Rico Terrell, 49, Cincinnati, charged with promoting prostitution, a fourth-degree felony. A woman in a relationship with Terrell allegedly answered an ad posted by an undercover agent and agreed to exchange sex for $500. Terrell reportedly transported the woman to the meeting in East Palestine on Oct. 15.

A preliminary hearing was set Nov. 21 for Kevin Frazier, 42, May Road, East Liverpool, charged with fifth-degree felony breaking and entering, falsification and criminal mischief. He was also charged with two counts of obstructing official business. The charges are related to a reported break-in of a trailer in the Echo Cell Trailer Park in East Liverpool on Nov. 15. When police arrived at the scene, they found Frazier and another man, Scott Kaltenbach, 44, Guy Road, East Liverpool at the entrance of the park. When police attempted to question the men, Frazier fled on foot and was later apprehended in a wooded area after pursuit. Kaltenbach was also charged with fifth-degree breaking and entering and criminal mischief and his preliminary hearing was for Nov. 21.

A pretrial was set Jan. 2 for Shanelle Romano, 27, Riverview Street, charged with theft. Romano, allegedly as an employee at the Calcutta Walmart, drank several drinks without paying for them and failed to scan $126 dollars worth of merchandise over a period of time until Oct. 29.

James Laughlin, 32, Dutchtown School Road, Rogers was fined $200 and ordered to complete 20 hours of community service for unauthorized use of a vehicle. He was ordered to have no contact with the vehicle owner. On July 25, Laughlin took a vehicle despite the owners telling him not to. He also threatened to burn the vehicle if the victim called the police.

Michael Hogan, 32, Athens, was fined $200 for obstructing official business. An obstruction of justice charge was dismissed. In August, police received reports of a motorcycle being out down in the roadway in Salem. Officers located the owner of the motorcycle at the front door of the station. Hogan refused to answer questions.

A pretrial was set for Robert McKay, 53, Market Street, East Liverpool, charged with criminal trespass. McKay was found on a property in East Liverpool on Oct. 23 despite being given a trespass notice on Aug. 9.

Gerald Mick, Glasgow Road, Lisbon, was fined $875 for physical control and ordered to perform 20 hours of community service. He also received a one-year license suspension and was sentenced to 180 days in jail with credit for three served.

Sara Campbell, 31, Lexington Avenue, Salem was fined $200 for stop sign and driving under suspension.

A pretrial was set Feb. 20 for Ronald Roepke, Duck Creek Road, Salem, charged with forfeiture and reasonable control.

Lorraine Everly, 63, Kelly Park Road, Leetonia, was fined $100 for unsafe vehicle.

Dan McGuire, 52, Franklin Ave., was fined $50 for failure to control.

Marla Zema, 46, Main Street, Wellsville was fined $75 for driving under suspension.

Robert DiRocco, 40, West Street , Salem, was fined $375 and 10 days in jail for OVI.

Dax Andersen, 42, Leffingwell Road, Berlin Center, was fined $1045 and his license suspended for 90 days for physical control and marked lanes.

Damien Clark Jr., 25, was fined $350 for marked lanes and possession of marijuana.

Charges of criminal mischief were dismissed against Dawn Acker, 45, Sunnyside Road, East Liverpool.

A pretrial hearing was set Nov. 27 for Christopher Wood, 30, Toronto, for driving under suspension.
