OKLAHOMA CITY (KOKH) — While the medical marijuana industry in Oklahoma continues to boom, a new report shows the state has the most “budget-friendly” cannabis market.

LeafLink, a wholesale cannabis software company, released the report on Thursday.

According to LeafLink, Oklahoma has some of the lowest average prices on medical marijuana and accessories in the nation.

Nealy 90% of concentrate sales are below $10 in Oklahoma, which LeafLink says is in extreme contrast to states like New York or Ohio where most sales occur at $20 or more.

Pre-rolls average $3.72 in the state. Flower pricing is between $500 and $999 a pound. Leaflink said there are few to no sales of flowers above $1,500.

The average cartridge cost in Oklahoma is $7.63, while the average cost of concentrates is $4.83. Edibles cost less than $0.03 a unit.

LeafLink said the low prices reflect a highly competitive and oversupplied market, with producers likely pursuing volume over margin.

While the medical marijuana industry booms in the state, lawmakers are trying to enforce more rules and regulations on the industry. The state legalized medical marijuana with little to no restrictions in 2018.

By 2021, more than 9,400 grow operations were registered in the state.

Lawmakers have consistently fought back against what they call the “Wild West of Weed” since legalization. In 2024 alone, lawmakers passed 10 bills targeting the industry. This year, several bills are on the agenda to add more regulation to the industry.

Law enforcement leaders in the state are also ratcheting up messaging around marijuana, recently hosting a press conference to warn about marijuana usage in children in the state. According to a report from the Texoma High Intensity Drug Trafficking Area, Oklahoma has gone from 43rd in the nation in child marijuana use in 2018, to now 3rd.

Despite displeasure from lawmakers and law enforcement, grassroots groups in Oklahoma are now trying to push for recreational marijuana, even after a failed vote in 2023.

The group Oklahomans Responsible for Cannabis Action filed a request for an initiative petition with the Secretary of State’s office to get recreational marijuana on a ballot.
