[#item_full_content] When New York legalized cannabis in 2021, lawmakers made a promise unlike any other in the country: the people most harmed by past marijuana criminalization would have the first chance to benefit from the new legal market. It was a bold attempt to not just end decades of racially targeted enforcement, but to reverse it by putting Black and Hispanic New Yorkers who bore the brunt of prohibition at the front of the line to obtain licenses and open businesses.Almost five years later, the rollout of this experiment in creating an equitable cannabis market has been uneven.
