Sen. Telo Taitague’s bill that seeks to prohibit the sale of untested edibles for safety concerns drew support during a public hearing on the measure on Friday.

The senator said her Bill 336-37 would protect consumers from the potential dangers of untested cannabis edibles.

Gov. Lou Leon Guerrero in July signed into law Sen. William Parkinson’s bill that waives the testing requirement for cannabis until a testing laboratory is established on Guam.

Taitague’s new bill seeks to amend that law to specifically exclude cannabis edibles from the testing waiver.

During Friday’s public hearing on Taitague’s bill, cannabis advocates Jonathan Savares and Theseus Mendiola said they support lab testing for edibles.

Savares said when extracting cannabinoids and THC from a cannabis plant for use in edibles, “you cannot truly show the level of milligrams.”

Mendiola, who operates a small business that sells hemp cannabis edibles, said his customers have shown a preference for lower milligram doses as “the concentration in edibles can be too strong for some people.”

“Everything we have has a certificate of analysis,” he said.

Savares said there is also the danger of chemical contamination in the making of cannabis edibles.

“I don’t want anyone to be consuming residual butane…or any residual solvents,” he said.

Taitague agreed that there is a higher potential of contamination with edibles.

“This is a danger that we cannot allow,” the senator said.

In April 2019, then Sen. Clynt Ridgell’s bill became law, legalizing limited recreational marijuana for people at least 21 years old.

A Guam cannabis control board was established to come up with the rules and regulations for the industry. But a lack of cannabis testing laboratories has kept cannabis retail operations from getting off the ground.

Five years prior, Guam voters approved the use of medical marijuana by referendum in 2014.
