When Jason Elliott sets out to replenish his medicinal cannabis supply, his options are limited if he wants to enjoy the full benefits of holding a medical marijuana card in Massachusetts.

Elliott, a Coast Guard veteran on disability assistance, doesn’t own a car. He walks about a half mile from his home in Belmont to the local dispensary.
