PARIS, Ky. (WKYT) – Kentucky’s Medical Cannabis Program is set to open for business on Jan. 1, 2025.

In the past, Gov. Andy Beshear has said it will provide access to healthcare for Kentuckians across the commonwealth.

Kentucky Medical Cannabis Program Exec. Dir. Sean Flynn says 103 jurisdictions will have a medical cannabis question on the ballot this year. The measures would determine wherethe sale of medical cannabis at a licensed dispensary can take place.

On Wednesday morning, Flynn said during a Frankfort hearing that people who qualify for medical cannabis and live in areas that opt out of the medical cannabis program will still be able to obtain their medication.

“Those folks can still purchase medical cannabis in another county, come back to a jurisdiction which has voted to say, ‘no we don’t want these businesses to operate,’ possess and utilize their medication in their home counties,” said Flynn.

WHERE MEDICAL CANNABIS WILL BE ON THE BALLOT

Counties in WKYT’s viewing area that will see a medical cannabis question include Anderson, Bourbon, Clark, Clay, Jackson, Knox, Menifee, Mercer, Morgan, Scott and Woodford.

Cities in WKYT’s viewing area that will see a medical cannabis question include Millersburg, North Middletown, Manchester, London, Mount Vernon, Georgetown and Monticello.

SOME VOTERS MAY SEE THE MEDICAL CANNABIS QUESTION TWICE

“The question itself is exactly the same it just literally the only change is Millersburg, North Middletown and or Bourbon County,” said Cynthia Wilson, Bourbon Co. Clerk. “There are no names to vote for, no office or anything it’s kind of the same as your constitutional amendments that are on there.”

The medical cannabis question is worded similarly, regardless of whether it pertains to a city-level measure or a county-level measure.

The medical cannabis question for Bourbon County reads:

“Are you in favor of the sale of medicinal cannabis at a licensed dispensary and the operation of other cannabis businesses in Bourbon County?

The medical cannabis question for Millersburg reads:

“Are you in favor of the sale of medicinal cannabis at a licensed dispensary and the operation of other cannabis businesses in the City of Millersburg?”

Voters can choose to vote ‘yes’ on both, ‘no’ on both, or a combination of ‘yes’ on one and ‘no’ on the other.
